Today there are 218 million boys and girls around the world who are exploited, many are treated as slaves, and put in danger. Together with poverty alleviation, education is a front line weapon in the International Programme to Eliminate Child Labour (IPEC) battle to eliminate child labour. Access to basic education is a fundamental human right that has been denied to millions of children, condemning them to a downward spiral of poverty and despair. Not only is poverty a cause of child labour; child labour also causes poverty. Education is the best way to break this vicious cycle and is the linchpin of any sustainable programme to eliminate child labour by ensuring that all children can avail of their fundamental right to attend school, educating their families and communities, and raising awareness of the rights of children within the broader spectrum of human rights. In this way, young people take a more active role in society and take control of their destinies and those of their peers and are not only seen by the rest of society as a passive group requiring protection.

SCREAM is a project of IPEC, a department of the International Labour Organisation (ILO). The purpose of the ILO is to promote social justice and internationally recognised human and labour rights. IPEC aims to work towards the progressive elimination of child labour by strengthening national capacities to address child labour problems and by creating a worldwide movement to combat it. Part of this work is done through advocacy, and within this work IPEC has created the programme, “SCREAM Stop Child Labour”, which aims to help educators worldwide promote understanding and awareness of child labour among young people and their communities. SCREAM stands for Supporting Children’s Rights through Education, the Arts and the Media but also reflects the silent suffering of working children and the need to give them a voice. Through creative and innovative teaching methods, the SCREAM programme aims to inform young people about the world in which they live and the injustices that exist, with the focus on child labour, so that they in their turn can speak out on behalf of child labourers everywhere. It places a share of the responsibility on their shoulders and supports them in developing appropriate responses.
SCREAM draws much of its inspiration from the visual, literary and performing arts. Drama is a particularly powerful tool for reaching young people. Theatre speaks a universal language transcending geographical and cultural barriers and has been used throughout history as a vehicle for social comment. The programme therefore promotes the performing arts as a means for young people to explore their feelings, give expression to them and convey their message to the wider community. For to truly understand the daily horror of exploited children, people must be moved at the most fundamental human level. With help and guidance, young people can gain the skills and confidence to create and perform their own piece of drama appropriate to their cultural and social setting and in their own languages and dialects. Many of our partners already share with us the hope that SCREAM will be widely used throughout the world.

Through the SCREAM process, young people develop a strong sense of moral outrage at the exploitation inflicted upon themselves and/or their peers in other countries. Young people need to be given meaningful roles in all forms of policy-making. This helps them to fulfil their potential to become effective advocates in the global campaign to eliminate child labour as well as agents for social change within their own communities. Their progressive integration and involvement in the campaign are the key objectives of SCREAM. Through the methodology young people are encouraged and empowered to take part in an artwork, poetry and creative writing competitions, form clubs or groups to educate and combat child labour, publish writings in school magazines or local publications, create works of art such as paintings or murals, broadcast a radio program, create a newspaper or a journal dedicated to this issue, distribute fact sheets, talk to friends and relations about the issue, stage short dramas at school or local communities, write and record a song or put on a presentation in class.
